Mr. Prime Minister, Ladies and Gentlemen, I am very pleased to see so many people here on such an important day for our province. I would like to begin by acknowledging my friends and colleagues who are part of the government’s caucus, including our Minister of Transportation, Denis Landry. I also wish to acknowledge Greg Thompson, our province’s regional minister. I see Fredericton MP Andy Scott, Saint John MP Paul Zed, Mike Allen, the MP for Tobique-Mactaquac, Rob Moore, the MP for Fundy-Royal. I also see numerous mayors from all over our province…. Thank you all for coming. Mr. Prime Minister, you and I have spoken on many occasions about the need for a positive relationship between our two governments and the opportunity we have to work collectively on behalf of New Brunswickers. I want to thank you for coming to our province and reconfirming your personal commitment to providing $414 million in highway funding to New Brunswick. In so doing, you have are keeping a vital commitment that you made to the people of this province. This agreement will see important work done on our national highway system – both core and feeder routes – through a 50/50 cost-sharing partnership. Of this funding, $214 million will flow to our province over the first five years. And we’re already seeing results. This year work will begin to complete the twinning of Route 1. Work will begin to build the Marysville/Nashwaak Bypass on Route 8. Work will begin to build the Tracadie to Six Roads Bypass on Route 11. And work will begin next year on the One Mile House interchange and we project the Welsford Bypass will start in 2009. When combined with the work the province will carry out on Routes 108 and 180, as well as other roads throughout the province, the result will be safer, more efficient highways and a brighter future for New Brunswick. Other projects for the remaining $200 million in funding include the continuation of work on Routes 1 and 7 and improvements to Routes 11 and 17. I would like to thank our Minister of Transportation, the Hon. Denis Landry and his very competent staff in his department for the excellent work they have done in finalizing this agreement. The Prime Minister and I have discussed this deal each time we have talked since I was elected Premier. When I asked Minister Landry to serve as Minister of Transportation, I told him finalizing this agreement would be one of his top priorities, and I know this has been a top priority for Minister Thompson and the federal Minister of Transport, the Hon. Lawrence Cannon. All of the work that will be done under this agreement supports our commitments in our Charter for Change. It is all about staying connected. To markets. To essential services. To communities. To each other. We are committed to a comprehensive provincial highway system, with safe and reliable connections to our province’s ports, airports, rail lines and manufacturing and production facilities. In our Charter for Change we also outlined specific objectives that we want to complete over the course of our mandate. The work of the Self-Sufficiency Task Force has further strengthened our determination to improve upon our province’s infrastructure. New Brunswick is the most export dependent province in Canada. As we move toward self-sufficiency, we must accelerate investment in our transportation infrastructure and services so that it can drive economic development. In so doing, we must be forward thinking. We can’t simply look at what we need today. We must also consider what our infrastructure needs will be in 2026. This agreement is but one piece of the puzzle. We will continue to seek other partnerships with the federal government and others in an effort to grow our economy. Another piece of the puzzle is the Atlantic Gateway. With the emergence of China, India and other Asian countries as the economic powerhouses of the 21st century, Atlantic Canada is poised to assume a role in international commerce that we have not enjoyed since the days of the tall ships. Bottlenecks are developing at ports on both North American coasts as they struggle to handle increased shipping traffic. Adding to this congestion is the entry of post-Panamax ships which, because of their size, are limited in terms of the number of ports that can accommodate them. Atlantic Canada is ideally positioned to become a major player in alleviating this congestion. Mr. Prime Minister, New Brunswick is the original gateway province. While ports in Nova Scotia are best positioned to become the entry point for post-Panamax ships to the region, those products must pass into the United States on New Brunswick’s transportation network, be it road or rail. Our ports, especially Saint John and Belledune, also may attract new services which will be of benefit to our economy. New Brunswick can take advantage of these opportunities by facilitating the flow of the traffic through the province and through these improvements allow increased opportunities for New Brunswick manufacturers and exporters. Our government supports the development of the Atlantic Gateway and we are working very closely with the other Atlantic Provinces to finalize the Atlantic Gateway strategy.
